I am wanting to Open a Hookah Lounge in westchester but I cant seem to find any answers in regards to an herbal shisha rather than real tabacco? I want to have alcohol and the Hookahs.

Does anyone know the NY Smoking laws pertaining to a Hookah Lounge? Can you still open one if it is Herbal?
